Abstract

Indicators-based framework has been developed for the sustainability assessment of infrastructure projects but this framework has limitations in quantifying the qualitative parameters. The top-down approach that utilizes principles to assess the sustainability of infrastructure projects has the ability to consider qualitative parameters. The research on the development of principles-based approach is however limited and, in fact, the study on the development of principles to assess the sustainability of public–private partnerships (PPPs) infrastructure projects is in a nascent stage. The purpose of this study is the development of an empirical framework of guiding principles that will facilitate the assessment of PPPs from sustainability perspective. The study has used a grounded theory qualitative approach by using interviews and literature as primary and secondary data sources, respectively, to develop the framework of guiding principles to achieve goals of sustainable infrastructure development through PPPs. The framework comprises 18 guiding principles, which will act as guidelines to facilitate promotion of sustainable practices throughout the life cycle of PPP project so that sustainability goals can be accomplished. The guiding principles could be used as the qualitative parameters for public and private sector to assess the sustainability of PPP infrastructure projects. This chapter presents critical insights on principle-based approach for sustainability assessment of PPP projects, which has not been the focus in the majority of earlier studies.

Abstract

Purpose

Increasingly adopted by various governments for infrastructure development, public-private partnerships (PPPs) have become a popular procurement delivery system, outperforming other systems. However, PPPs have been especially criticised due to the lack of sustainability aspect during the development and implementation of the projects. In India, similar critiques have been raised, as these qualities have inhibited the development of society and increased the time and cost overrun in the development of PPP projects. This paper, therefore, aims to address the sustainability issues in PPPs and systematically analyses from the perspective of the principles of sustainable development.

Design/methodology/approach

Based on literature review and focussed interviews with stakeholders in India, a qualitative system dynamics (SD) model using causal loop diagramming is developed to propose the inclusion of various strategies in the PPP procurement process, which can enhance the sustainability of the PPP process. Finally, the integration of these strategies in the current PPP procurement process has been highlighted in the form of the introduction of new mechanisms and policies and modification of the existing mechanism and procurement policies.

Findings

The paper first highlights key sustainability issues in the PPP procurement process and suggests 34 strategies to address the issues. The modelling approaches and the proposed strategies, along with their interrelationships, could help the PPP decision makers in implementing responsive policies in bringing sustainable development in the PPP procurement process.

Research limitations/implications

The SD model developed is based on limited data, primarily focussed on PPP procurement practices in the context of infrastructure development in India. Developing the model with the analysis of a wider range of data and constructing a customised model can take broader perspectives into account.

Social implications

Adoption of the identified strategies can facilitate the inclusion of sustainability practices in the development of infrastructure projects, which are even procured using private finance.

Originality/value

Studies on how to promote sustainable infrastructure development when procured through the PPP route are in the nascent stage. This study, therefore, extends the current body of knowledge on infrastructure projects implementation through PPPs from financial engineering and risk management to a sustainability perspective.

Abstract

Purpose

The purpose of this work was to develop a new trispiperazido phosphate-based reactive diluent (diphosphate-piperazine hydroxyl acrylate [DPHA]) and used as a flame retardant with an epoxy acrylate (EA) in ultraviolet (UV)-curable wood coating.

Design/methodology/approach

The concentration of reactive diluent was varied from 0% to 20% in the UV-curable formulation with constant photoinitiator concentration. The effect of DPHA concentration on film properties was studied by differential scanning calorimetry and thermogravimetric analysis, gel content, water absorption and limiting oxygen index.

Findings

The results showed that the viscosity of the prepared formulation decreased by increasing reactive diluent (DPHA) concentration which leads to improving the coating efficiency. A high concentration of reactive diluent (DPHA) of the cured films shows good resistance against stain, mechanical and thermal properties, which results in an increased glass transition temperature (Tg) and cross-linking density of the films.

Originality/value

The new trispiperazido phosphate-based reactive diluent was used in wood coating formulation, which resulted in excellent flame-retardant properties with higher cross-linked density with good stain resistance. This material can provide a wide range of application for coating industries to produce a glossy finish.

Abstract

Purpose

Though public-private partnership (PPP) programme in India has stabilized significantly with implementation of successful infrastructure projects, still it suffers from shortfalls related to some aspects of sustainable development. One of the ways to overcome these shortfalls is to modify the existing PPP procurement process in order to attain the sustainable development goals. The purpose of this paper is to develop a conceptual framework highlighting the strategies for integrating sustainable development principles in PPP procurement process.

Design/methodology/approach

Content analysis through literature review has been adopted to identify the shortfalls in PPP process and examine the possible strategies to overcome the shortfalls from best practices in implementation of PPP projects. The preliminary framework of strategies has been conceptualized to integrate sustainable development principles in PPP procurement process. Finally, the feasibility of preliminary framework has been undertaken through focussed interviews with local stakeholders of PPPs.

Findings

The study indicates opportunities to promote sustainable development in the current PPP procurement process exists through enhancement in critical aspects like stakeholder’s participation, environment impact assessment, value for money analysis, user’s charges, risk allocation policies, transaction and bidding cost, and bid evaluation criteria.

Originality/value

The paper presents a critical insight on integrating sustainable development principles in PPP procurement process which has not been the focus in the majority of previous research studies.

Abstract

Purpose

This study aims to characterize the behavior of blended concrete, including metakaolin (MK) and quarry dust (QD), as supplementary cementing materials. The study focuses on evaluating the effects of these materials on the fresh and hardened properties of concrete.

Design/methodology/approach

MK, a pozzolanic material, and QD, a fine aggregate by-product, are potentially sustainable alternatives for enhancing concrete performance and reducing environmental impact. The addition of different percentages of MK enhances the pozzolanic reaction, resulting in improved strength development. Furthermore, the optimum dosage of MK, mixed with QD, and mechanical properties like compressive, flexural and split tensile strength of concrete were evaluated to investigate the synergetic effect of MK and quarry dust for M20-grade concrete.

Findings

The results reveal the influence of metakaolin and QD on the overall performance of blended concrete. Cost analysis showed that the optimum mix can reduce the 7%–8% overall cost of the materials for M20-grade concrete. Energy analysis showed that the optimum mix can reduce 7%–8% energy consumption.

Originality/value

The effective utilization is determined with the help of the analytical hierarchy process method to find an optimal solution among the selected criteria. According to the AHP analysis, the optimum content of MK and quarry dust is 12% and 16%, respectively, performing best among all other trial mixes.

Abstract

Purpose

This paper aims to focus on the application of multi-attribute decision-making methods (MADMs) to ascertain the optimal machining parameters while turning Ti-6Al-4V alloy under minimum quantity lubrication (MQL) conditions using Jatropha-curcas oil (JCO) bio-based lubricant.

Design/methodology/approach

The experiments were designed and performed using Taguchi L27 design of experiments methodology. A total of 27 experiments were performed under MQL conditions using textured carbide cutting tools on which different MADMs like Analytic hierarchy process (AHP), Technique for order preference by similarity to ideal solution (TOPSIS) and Simple additive weighting (SAW) were implemented in an empirical manner to extract optimize machining parameters for turning of Ti-6Al-4V alloy under set of constrained conditions.

Findings

The results evaluated through MADMs exhibit the optimized set of machining parameters (cutting speed Vc = 80 m/min, feed rate f = 0.05 mm/rev. and depth of cut ap = 0.10 mm) for minimizing the average surface roughness (Ra), maximum flank wear (Vbmax), tangential cutting force (Fc) and cutting temperature (T). Further, analysis of variance (ANOVA) and traditional desirability function approach was applied and results of TOPSIS and SAW methods having optimal setting of parameters were compared as well as confirmation experiments were conducted to verify the results. A SEM analysis at lowest and highest cutting speeds was performed to investigate the tool wear patterns. At the highest speed, large cutting temperature generated, thereby resulted in chipping as well as notching and fracturing of the textured insert.

Originality/value

The research paper attempted in exploring the optimized machining parameters during turning of difficult-to-cut titanium alloy (Ti-6AL-4V) with textured carbide cutting tool under MQL environment through combined approach of MADMs techniques. Ti-6Al-4V alloy has been extensively used in important aerospace components like fuselage, hydraulic tubing, bulk head, wing spar, landing gear, as well as bio-medical applications.
